- Develop and execute a 3–5 year HR strategy aligned with the company’s growth strategy in construction and real estate.
- Streamline the organizational structure: optimize headcount, reduce overlap, and improve efficiency.
- Standardize all systems: processes, regulations, KPIs, compensation & rewards, and performance evaluation.
- Build a corporate culture based on discipline, responsibility, integrity, collaboration, and customer service.
- Establish a fast, accurate, and low-risk recruitment system.
- Reduce turnover and build a loyal, committed workforce.
2. Key Responsibilities
A. HR Strategic Planning
- Develop HR plans for each stage of the company’s growth (construction & real estate).
- Propose optimal organizational structures for the company and each department.
- Advise the CEO on key personnel, succession planning, workforce movements, and long-term HR policies.
B. Talent Acquisition & Development
- Build a fast, standardized, and cost-efficient recruitment system.
- Recruit key positions: Site Management, QS, Tendering, Engineering, Real Estate Sales, and Office Operations.
- Develop internal training pathways for managers and employees.
- Design competency frameworks and development programs for each job group.
C. Systems – Policies – Processes
- Establish company-wide Standard Operating Procedures (SOPs).
- Develop and manage essential HR systems, including:
- Labor Regulations
- Compensation, Bonus & Benefits Policies
- Job Descriptions (JDs)
- KPI performance evaluation (OKRs or BSC)
- Competency assessment frameworks
- Review and resolve cross-departmental overlap and operational bottlenecks.
D. Compensation, Rewards & Benefits Management
- Develop performance-based, competency-based, and market-aligned salary structures.
- Manage the company-wide payroll budget to ensure cost balance.
- Recommend bonus schemes: project bonuses, progress bonuses, sales incentives.
- Optimize benefits programs to retain key talent.
E. Corporate Culture Management
- Build and implement core values tailored to the construction industry:
Discipline – Integrity – Collaboration – Commitment – Efficiency – Safety. - Organize culture-building activities and employee engagement events.
- Foster a transparent, structured, and accountable work environment.
F. Workforce Management at Construction Sites
- Develop HR management mechanisms for site personnel, including:
- Timekeeping – task-based wages
- Site discipline
- Occupational safety
- Subcontractor management
- Monitor and evaluate site management teams (Site Command Board) based on KPIs.
G. HR & Administration Department Management
- Lead and train the HR – Administration – Reception – Office Services – Recruitment teams.
- Optimize workload, reduce waste, and enhance service effectiveness.
